Writing a business proposal should be approached like any other marketing document.  It must specifically address the "pain" or "problem" a prospective client has, and demonstrate the ways your service can solve the problem.

Unless your offer involves a complex array of services, usually a simple, one-page business proposal can do the job effectively.
